Fender Bender Causes Traffic Jam

Ok, maybe I got spoiled in DC. If you have an accident up there, you don't have to call the cops - you just get your heap out of the road and then exchange your insurance info. That hasn't trickled down to Raleigh yet, where this little fender bender
caused this much traffic
And you don't see abandoned vehicles on the side of the road up there either - but I like that they let you do that around here.
